PUBLIC NOTICE ON A PROPOSED AMENDMENT TO THE FY 2025-2029 SUN CORRIDOR METROPOLITAN PLANNING ORGANIZATION TRANSPORTATION IMPROVEMENT PROGRAM, REGIONAL TRANSPORTATION PLAN 2050 UPDATE, AND CONFORMITY ANALYSIS

The Sun Corridor Metropolitan Planning Organization (MPO) is notifying the public of a proposed amendment to the FY 2025-2029 Sun Corridor MPO Transportation Improvement Program (TIP) and Regional Transportation Plan 2050 Update (RTP). A conformity analysis has been conducted for the proposed amendment to the FY 2025-2029 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2050 Update. Both the proposed amendment and conformity analysis are being provided for review and comment. The proposed amendment requires a new conformity determination.

The proposed amendment to the FY 2025-2029 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2050 Update is required for various project changes. The conformity analysis includes a regional emissions analysis to support a finding that the amendment to the FY 2025-2029 Sun Corridor MPO Transportation Improvement Program and Regional Transportation Plan 2050 Update meet transportation conformity requirements for PM-10 and PM-2.5 in the Pinal County nonattainment areas.  The results of the conformity analysis indicate that the proposed amendment, when considered together with the TIP and RTP Update as a whole, will not contribute to violations of federal air quality standards.

AVISO PÚBLICO SOBRE UNA PROPUESTA DE MODIFICACIÓN DE LA ORGANIZACIÓN DE PLANIFICACIÓN METROPOLITANA DEL CORREDOR DEL SOL PARA EL AÑO FISCAL 2025-2029 PROGRAMA DE MEJORA DEL TRANSPORTE, ACTUALIZACIÓN DEL PLAN DE TRANSPORTE REGIONAL 2050 Y ANÁLISIS DE CONFORMIDAD

La Organización de Planificación Metropolitana (MPO) del Corredor del Sol está notificando al público sobre una enmienda propuesta al Programa de Mejora del Transporte (TIP) de la MPO del Corredor del Sol para el año fiscal 2025-2029 y la Actualización del Plan de Transporte Regional 2050 (RTP). Se ha realizado un análisis de conformidad para la enmienda propuesta al Programa de Mejora del Transporte MPO del Corredor Sol para el año fiscal 2025-2029 y la Actualización del Plan de Transporte Regional 2050. Tanto la enmienda propuesta como el análisis de conformidad se están proporcionando para su revisión y comentarios. La enmienda propuesta requiere una nueva determinación de conformidad.

La enmienda propuesta al Programa de Mejora del Transporte MPO del Corredor Sol para el año fiscal 2025-2029 y la Actualización del Plan de Transporte Regional 2050 son necesarios para varios cambios en el proyecto. El análisis de conformidad incluye un análisis de emisiones regionales para respaldar el hallazgo de que la enmienda al Programa de Mejora del Transporte de la MPO del Corredor del Sol del Año Fiscal 2025-2029 y la Actualización del Plan de Transporte Regional 2050 cumplen con los requisitos de conformidad del transporte para PM-10 y PM-2.5 en las áreas de incumplimiento del Condado de Pinal.  Los resultados del análisis de conformidad indican que la enmienda propuesta, cuando se considera junto con la actualización de TIP y RTP en su conjunto, no contribuirá a violaciones de los estándares federales de calidad del aire.

The Sun Corridor MPO has the responsibility to ensure that the transportation projects, plans, and programs within the Sun Corridor region conform to state air quality plans for the federal air quality standards. Specifically, the Sun Corridor MPO’s Five-Year Transportation Improvement Program (TIP) and Regional Transportation Plan (RTP) must be consistent with and conform to the purpose of air quality plans for the National Ambient Air Quality Standards (NAAQS).

NAAQS have been established through the Clean Air Act for six principal pollutants, which are called “criteria” pollutants. Two areas within the Sun Corridor MPO region have been designated as nonattainment areas:

  • West Pinal PM-10 Serious Nonattainment Area – This area is in serious nonattainment status for particulate matter (dust) smaller than ten micrometers (PM-10).
  • West Central Pinal PM-2.5 Nonattainment Area – This area is in nonattainment status for particulate matter (dust) less than 2.5 micrometers in diameter.

In June 2016, the Governor certified the Maricopa Association of Governments (MAG) as the lead planning organization for the Pinal County PM-10 and PM-2.5 nonattainment areas. MAG develops air quality plans for these areas in cooperation with the Sun Corridor Metropolitan Planning Organization.

Pinal County implemented new West Pinal Fugitive Dust and Countywide Fugitive Dust Rules which were adopted by the Pinal County Board of Supervisors on January 25, 2023, and went into effect June 1, 2023.
